1st Brigade Combat Team of the 3rd Infantry, has been training at Fort Stewart, Georgia and is composed of 80,000 troops.


Much ado about nothing.
1st Brigade Combat Team of the 3rd Infantry trains at Ft Stewart because that is where they are stationed.
There are 4 Infantry Brigade Combat Teams on Ft Stewart. I believe three including the 1st Brigade are currently deployed in Iraq.

Each such brigade likely has an authorized strength of no more than 3,500 - 4,000 members.

Training to manage civil unrest is normal in our army. All four Brigades of the 82nd Airborne Division conduct a lot of such training regularly. All Army units are so trained to some level. The US Army does a wide variety of training to assist our own and other civilian populations.
