Its called the Texas Permanent School Fund: "The proceeds from the sale and the mineral-related rental of these lands including, bonuses, delay rentals and royalty payments, become the corpus of the Fund." ritter.tea.state.tx.us Look how much oil and gas Texas produces. why don't they form a permanent fund like Alaska did? Maybe the Republican governor who started Alaska's fund got the idea from TX - who knows?
