I believe that (until they removed it, I think) the post Soviet Union Russia had a law mandating a line on ballots for "none of the above".

(Probably was suggested to them by the Americans who went over to give advice after the Soviet collapse.)

If "none" won a majority then they had to call new elections withing 30 days and none of the other (losing) candidates were allowed to be on the ballot again.

New blood had to be on the new ballot.
