"So the whole concept that in general stopping such action is a bad thing is just bizarre to me."

I didn't say or suggest otherwise.

It seems to me that "obstructionist", in the context of describing how the tone of the Republicans said "screw you" suggests otherwise. If there is nothing wrong with deliberately slowing or stopping progress on the effort, that "obstructionist" is just fine.

But maybe I should ask what you mean by an obstructionist tone. It would seem to indicate a tone that was trying to stop progress on an idea or initiative, but perhaps you have some other meaning for the term. I'm not sure I've ever heard it used to describe tones before.

IOW, you don't have to say it to convey it.

I don't think total inaction nothing is a real screw you in almost any context, except perhaps something like not saving someone's life when you and the person in danger both realize you could do so with trivial effort, and they just watch you watching them die but in general for me, "screw you" has to be active.
