"Preemption applies to federal law (in appropriate areas) trumping state law." Yep! 'Areas' like FEDERAL ELECTIONS. <GGG> "It does not tell us if this is one of those areas." The US Constitution (and some very early Supreme Court decisions) are what tell us that FEDERAL ELECTIONS are regulated FEDERALLY... not by the various States.
