Hallow has an RNC internal report with yet more detail about slack internal controls, but here's the really worrisome figure: The investigation found that the Republican Party's national governing body is losing money on its major-donors' fundraising program -- spending $1.09 for each $1.00 raised, according to RNC members privy to the investigation's findings. It typically costs about 40 cents for every dollar raised from donors who give more than $1,000. The party says that numbers like this represent investments that will pay off in the future, which is typical of direct mail. But the shift from relying on wealthy Republicans writing big checks to relying on small donors alarmed by strident mailings isn't just a matter of tone: Direct mail is notoriously heavy on the overhead, and the shift means that the RNC is effectively raising a lot less than its numbers suggest. The report also notes the party's well-compensated finance chief is getting a percentage of the gross, rather than the net, which sets up a questionable incentive. politico.com
