The U.S. has civil service exams too. So why don't we get a good civil service? Were things better, or worse, before the 1978 reform? Anyone know? I'm curious to hear opinions about this."

The answers are:

1. Public employee unions;
2. Civil service rules that made it difficult to discipline or terminate;
3. Overall PCism and touchy-feelie outlook of staff and management alike;
4. The dumbing down of America through the educational system;
5. Affirmative action emphasis instead of an emphasis on ability and achievements;
6. Lack of accountability;
7. Laziness ad self indulgence due to all of the above.
