So what?

Business has improved for them and they no longer needed the loaned money so they paid it back (with accrued interest of course). That's a good thing. The loan turned a profit.

Next step will be for Uncle Sammy to sell off in the open market the controlling equity interest we have in the new, revitalized General motors.
