Private fire companies used to do this. You paid them for fire protection, and they put out any fire and fixed the damage.

As I recall the system, it also gave competing fire companies incentive to set your house on fire, then beat your fire company to the scene to put it out. Steal a customer and make the competition pay damages, all in one go.
