Certainly it should/ could but always comes back to who is paying.Taxpayers in Canada are loaded up now and our country is in deficit, as yours is, with a different health care system.

Debate is on in Canada to privatize certain areas of universal health care in Canada and all this would do is drain resources from the system as it stands now.

If we adopted this system of two tier it would degrade the care for the vast majority, as probably doctors and professional health care workers would set up private "pay for service" for the "monied elite" of the country, thereby draining trained talent from the universal health care pool.

Simple, health care can never be perfect for all citizens of a country because there is not enough money, people resources, infrastructure to make it so.
