Nope. Any time you allow conservatives to take the lead on this stuff, The Constitution is the collateral damage. I agree the Feds should take the lead. However, you can't make a set of laws that attack American citizens of one ancestry. And when the state that doesn't recognize MLK Day takes the lead, you know you are heading for a George Wallace on the stairs moment.
