Lots of legal immigrants don't speak English very well. Many legal Latinos speak English with an East LA Latino accent. What about those that speak broken English. You really think they are all legal. I know you are somewhat sheltered in the OC but you need to spend more time in Santa Ana or parts of Anaheim.
