There are several if not many states that require at least some comprehension of English. Some do not have non English tests, they have not lost funding.

This is so that they understand the still many signs in English, and not just STOP. Often when there is an unusual hazard many states use English instead of symbols. Then there are the signs posted on new laws, recently in GA there was signs posted of the new law requiring slowing down or moving over a lane when police has cars pulled over.
