>> 1997 was $22 billion This is a nonsense number that the congress likes to kick around. It does not include lots of off budget items and it does not include Social Security. Better yet, it does not match the treasury site - subtract total debt for this year from the previous years total. If you do this for the previous 4-5 years you will find that the congress reported numbers are 1/3 to 1/2 of the actual rise in the total debt for most years.
