Maybe I misunderstood you, but I do not see taking a short speculative position in any market as buying fire insurance on someone else's house.

Depends what instrument you do it with, how big the payoff is, and what, if any, ability you have to make the underlying instruments succeed or fail. In Goldman's case, they put together the underlying instruments in the first place so they had lots of ability.
