IF they combine it with improved border security it would be a big improvement. The control is important, one function of an immigration quota system is to determine economic parameters for who gets in that serve the country, not the wishes of the immigrant population. So there is a huge advantage potentially, particularly if unemployment remains high for an extended period (as appears to be the case).

AFA border security is concerned, that's a big issue with the Mexican cartels running wild of late. Some poor SOB rancher who lives on the border was murdered a few weeks ago, presumably by the drug gangs. Presumably it's an issue with terrorism or will be eventually. I'd settle for fewer criminals "immigrating" illegally, we have enough of the homegrown variety here already...our quota is FILLED!<G?>
