Then that's what they should do rather than mandate personal habit changes. But we've just had health care "reform" where even private insurance can't charge more for higher risk clients. Since we can't charge more, we have to either bear the shared costs of those with higher risks or mandate that they stop the risky behavior. I prefer the first option--charge them more. Neither of the other two is acceptable to me. Sharing their costs is marginally less unacceptable than mandating personal behavior that harms only oneself.
