What would cause a pressure increase?

It could be a multitude of things:

1.) Hit an unexpectedly higher pressure than 'normal' gas zone.

2.) Human error on keeping the drilling fluid heavy enough to override gas pressure. When you poke a hole in a high pressure natural gas zone, if the weight of the fluid in the hole is not greater than the pressure coming up the hole...a blow out occurs. Keep in mind this is probably an 8 inch hole and high pressure gas can easily be over 5,000 psi. This is an enormous amount of gas trying to get to the surface through said hole.

3.) Pump failure in keeping enough fluid in the hole to override the gas.

I did see that the SWAT teams were going to inspect all rigs in the area....Is that right?

I have no idea about that, but it would be just grandstanding. What does an armed Special Weapons and Tactical Team know about an oil drilling and production platform? Nothing, at all.

Do they go down to the ocean floor? Or what?

The Horizon is/was a deep water platform. They were drilling in 5,000 ft of water. I repeat....5,000 ft of water.

Do you know if the US has any oil rigs/wells in the Gulf coast, or if they are all owned by foreign countries...

Yes, American oil companies are drilling in the Gulf...where allowed. However, as stated this was in deep water. You won't find Bob's Oil Drilling and B-B-Que Shack out there. It is the large multi-national companies that have the resources to attempt this exploration. Very high risk financially.
