But it cannot differ or disagree in any significant way from what federal regulation says.. because the constitution has granted primacy to Congress and the Executive with respect to regulating national elections.

They are officially TASKED with responsibility for that.

And the national rules they come up with apply *equally* (one person, one vote) in ALL states. Cannot treat voters in one state any differently.
