The bottom line is that we need to tax the hell out of fossil fuels like we do tobacco products - both are killing us.

Subsidizing solar and wind is good. Mandating high mileage vehicles is good. But the better course would be to make fossil fuels so expensive that solar, wind, geothermal, efficient cars, home insulation and other energy efficiencies are no brainers without subsidies.

Be a lot simpler, too. A bill to increase the tax on motor fuels by 15 cents a gallon annually for the next 20 years could take all of one page vs thousands for all the subsidies and mandates...
