This is an authentic mail I replied to our planning dept here:

O meu! Imprensa Africana reportando sobre empresa estatal e tu engole?

Um dia o chines fez vala rasa. No dia seguinte UGANDA is laying the wrong fibre optic cable for the national backbone infrastructure, local and international experts have said.

Amanhã vai aparecer em Uganda aqueles ratões que a Angola Telecom diz comeu o cabo dela

Relax.
1. Just marketing campaign of vendors vying for contracts
2. Operators leasing lines to incumbent see the prospects of business disappearing try destroying reputation of new OF routes

Nothing to worry about.

27 years ago I used to do this for Siemens. (In Nigeria) I defended microwave and destroyed the reputation of Ericsson’s O.F. routes.
Ericsson build fiber for Oil company. Since they offered to lease extra capacity for NITEL, we could lose the digitalization of microwave.
I reported that the Nigerian farmers were cutting the cable looking for water. Unsafe.
Siemens paid newspaper to publish. Then reported to Ministry of Communication (with photo report and all since my report was authentic). NITEL stayed with Siemens microwave.

I can teach people (and give them certificates) on how to play dirty tricks
