Your absolutely right!

The NASD is required under rule 15c211 to cease making markets in stocks without current financials. Most of the time they ignore the rule when the stock is on its lip. But, when a stock is active and moving up as RMIL is doing, then they have no alternative but to cease trading. The absence of a current 10K is what will cause the crash.
