You need to tax all carbon. As for taxing gas, remember what happened when gas went from ?2.50 -> $4.00 over a span of 18 months? Builders pawning their tools so they could get gas to drive to work? What would happen if you went from $3->$6 overnight? How many people would you like to put out of work? How many farmers? How many fishermen? How many tourist traps? And, if we put those fishermen and tourist traps out of business, why do we have to worry about oil slicks putting them out of business? Slogans are cheap and EZ; well thought out ideas are rare.

There are a whole lot of people who are appalled by this today, but who will be out in the streets tomorrow in open insurrection if gas doubled in price tonight. Oil slicks didn't keep 150K people from hopping in their cars and driving to Churchill Downs yesterday, and, absent a doubling of gas tax this month, won't keep 250K from driving to Indianapolis, and woe be unto to anybody who dares suggest that.

And that's the truth.
