BP may bear more than the full cost. In terms of stock value it may already have done so. In terms of profit and loss, it also will likely have lost opportunity not just direct payouts. Even just in terms of payouts, its total payouts will probably be more than the government's cost, which (to the extent that not everyone is perfectly reimbursed) would leave plenty of room to say it should pay more, but makes it questionable as an example of "socialism for the wealthy".
