"Who is the "he" referred to in the passage"

It was Judah in some versions and God in others! In either version the meaning is the same! And God was with Judah and Judah was wiping out tribe after tribe with God's support UNTIL God was UNABLE to prevail against the IRON CHARIOTS!!

Christians have tried to deal with this through a two-pronged approach. Firstly, since the King James Version, they have continued to make "improved" translations! And the words keep getting changed bit by bit!

Secondly, the more honest ones simply try to rationalize it as a failure of faith--that Judah failed against the iron chariots because he developed a faint heart (he was scared sh-tless!) and God withdrew his assistance as a response to lack of faith.

The truth is that this old tribal tale (boastful lies and mythic crap put aside) probably had a tiny grain of truth at one time as one tribe got rocked on their ass by attacking the wrong people!

And Jehovah was with Judah; and drove out the inhabitants of the hill-country; for he could not drive out the inhabitants of the valley, because they had chariots of iron.
