I read somewhere that Norway uses a safety boat with the BOP enabler switch onboard. They have apparently been doing that for a long time. In 1994 a study on deep water recced that procedure but the Clinton regime rejected it.

I don't think a 24/7 safety boat is too much price to pay when the catastrophe actually happens. Would certainly have made a huge diff on this well.
