If the EPA "only" had 5,000, seems to me that monitoring would be their only reason for existing! What part of National Defense do these guys NOT understand?

With over 17 thousand employess, shouldn't the EPA be auditing whether oil companies are complying with safety regulations within the 200 mile U.S. Economic Zone?
