The big fear should be government gone mad, incarcerating more people and having to hire more law enforcement

The best thing that could happen is opium dens where people could sleep it off.

As it is if you wanted to use just about any illegal drug you are not only breaking the law you are probably not buying the drug you think you are.

Legalize it and tax the shit out of it.

Or perhaps more of this is better.
