That is exactly what the oil industry is doing now.

IOW, how can you regulate without looking at and correcting past mistakes?

If your had a manager you caught stealing from you, would you fire him or just tell him to do better in the future?

There are plenty, and I mean PLENTY, of environmentally friendly candidates out there that can do Salazar's job and do it right. Appeasing the Republican party and big oil is NOT a requirement.
