For any airline company to be allowed landing rights in the US they must accede to our legal requirements (no fly lists, data cooperation, international air regulations, law enforcement cooperation, applicable US anti-terrorism regulations, safety regulations, etc.) And --- since ALL of those trans-Pacific flights were HEADED TO THE UNITED STATES OF AMERICA (that was the very reason al Qaeda tried to bomb them!) we most definitely had regulations that applied to the various carriers whose flights were headed to an American landing!
