You are 100% wrong there.

For any airline company to be allowed landing rights in the US they *must* accede to our legal requirements (no fly lists, data cooperation, international air regulations, law enforcement cooperation, applicable US anti-terrorism regulations, safety regulations, etc.)

And --- since *ALL* of those trans-Pacific flights were HEADED TO THE UNITED STATES OF AMERICA (that was the very *reason* al Qaeda tried to bomb them!) we most definitely had regulations that applied to the various carriers whose flights were headed to an American landing!
