The child support system is pretty messed up in many cases. Non fathers can be forced to pay. Someone can claim they are the father (without the supposed father even knowing), than later go on public support, and the state goes after the "dad" for compensation, and doesn't want to hear any argument because the "dad" didn't dispute the claim for years (since they didn't know about it). Or if you think your the dad, and you are paying, than its proved your not, they still say you have to pay. did they get anyone's 'sign' right They got mine right.
