What is "this"? Markets fluctuate, and they do so with greater relative amplitude for many reasons than they did, say, 30 years ago.

If you don't like excesses, get the SEC to require everyone to obey the rules, and get the rules back to where they were in the past when it was realized such rules are critical to maintain orderly markets. SEC doesn't want to do that because then institutions can't continue with their oked manipulations. Why should SEC take this tack? Because the DM admin receives plentiful contributions from the perpetrators(see GS). Further, the DM admin has so many total hacks that they are too scared to enforce rules, but nonetheless, the pay-off is a significant factor.
