Not within 2 minutes. Indeed, artificial circuit breakers over time increase the probability that disorderly events will occur. See FED. The machines outside will be developed to refute however the machines inside have been programmed to manage exceptional states.

How could the machinery not trip the circuit when the circuit is overloaded?

The machines inside weren't fast enough. The machines inside were developed to handle millions of orders, but that ability fosters the ability for outsiders to inadvertently introduce a state that overwhelms that capability.

This is situation that is studied in Chaos Theory, a branch of mathematical physics. It embodies the discontinuity problem of contradictory self referentiality. For example, you write one sentence on a blank page, "every sentence on this this page is false". Is that sentence true or false?
