That's pretty much the same I've heard from other sources (althought the "party for 7 years of accident-free operation" is a new twist on things). He's right about Cali and Florida for sure. AFA the Gulf being "overregulated", well, who's to say how much regulation is correct? Certainly the amount the BP Horizon had wasn't enough, so the right answer is "more", but the devil is in the details.
