Yes, I think that's exactly what they are saying. (I see it as an expansion of the "War on Terrorism". These Senators obviously don't like having to deal with the Constitutionally guaranteed rights of American citizens... so they propose doing away with that little problem by automatically 'revoking' American citizenship for anyone accused of "terrorism". I'm sure they all MEAN well....)
