How have they looted SS?.......SS bought TBills with their excess money which admittedly will have to be used at sometime unless cashflow in exceeds cashflow out. But there was no looting....what would SS do with its excess cash, put it in a mattress.....no, they would invest it in the safest money instrument in the world, US Bonds..
