"That doesn't change the fact that immigration laws can be enforced without blatant discrimination and racism."

Immigration laws should be enforced without blatant discrimination and racism. From what I have seen they are enforced without blatant discrimination and racism. The system is not as totally just and good, and the people managing it are not totally just and good, at least not as just and good as we'd all like for it to be. This is the world dude, not heaven. No system and no episode in our legal system ever produces perfectly fair and just outcomes. Which is one of the reasons why our system is sensitive to issues when race should be considered as a factor.

"The AZ law encourages the latter."

No it doesn't.
