Merkel doesn't want any tax cuts, too controversial and she doesn't like conflict stuff like that.
Her coalition partners FDP, however, have that on their road map and got tax cuts anchored in the coalition agreement when the new cabinet was formed.

Right now the so called 'tax cuts' are basically limited to getting that 'cold progression' removed, which means no more and no less that moving up the bracket limits to compensate for inflation and thus returning to the low and middle incomes what the state now steals from them in the most sneaky way.

Same thing going on in the US as a matter of fact.
But who cares right now?
