Israel is responsible for a huge number of attacks on Palestinian fighters, terrorists, and their support networks. And of course the resultant collateral damage. The targeting of known innocent civilians, not so much. Which is not to say that it has never happened, but its the standard more of operation of many of Israel's enemies.

1 - Likud != Israel

2 - Nothing in your quote from the translation of Likud's party platform specifies a rejection of a Palestinian state. Or the destruction of Palestinians and Palestinian institutions.

If Hamas is willing to negotiate than yes it can be done. But that's a big if, esp. if you mean serious negotiations with a real chance of achieving something rather than something put on for show, or to delay some Israeli action.

Negotiations require very little, essentially just someone who will talk with you. Effective negotiations on the other hand require sufficient common ground to serve as a basis for negotiation, the ability of the person or group your negotiating with to actually follow through on their promises, and then a reasonably justified trust in the people your negotiating with, that they will carry out their promises or at the very least make a serious and determined effort to do so.
