Yes, a film of oil is good. In the south of France, at popular beaches, there's no need to use sun protection lotions because the sea is covered in a film of it from the hordes of people. Get in the water, stand up and hey presto, a total coating of sun screen.

First thing in the morning it's nice clean water. By the end of a busy summer's day, the water is like soup.

<Plus a film of petroleum on your skin probably provides good UV protection. No need for suntan oil. >

The oil from the current disaster wouldn't be as effective. But with sand and dust sticking to it, the sun protection factor would increase.

Skin irritation might be a problem for some people.
