Maynard said the settlement still left taxpayers a $181 million cleanup bill, and came after Salazar backed off earlier talk of prosecuting Friedland.

This isn't making sense. Did Salazar not join the EPA lawsuit? And if so, why wouldn't he? There has to be a good reason.
