I'm certainly not any kind of expert on what is in their state data privacy law and what is not.

(Perhaps someone else is familiar? Hawaii does seem rather proud of the law though... a lot of the press reports from when it was passed praise it as a strong defense against identity theft types of crimes, and say it is one of the stronger privacy laws in the country....)
