WASHINGTON (Dow Jones)--President Barack Obama on Wednesday wrote to House Speaker Nancy Pelosi (D., Calif.) to ask Congress to consider changes to the federal budget to help better respond to the Gulf oil disaster.

"Together, these amendments will provide critical funds and authorities needed to respond to this spill as well as changes to current law to better prepare the Nation for any future spills," Obama said in the letter to Pelosi, released late Wednesday by the White House.

Earlier Wednesday, the White House said it would ask Congress for funds to help people affected by the spill, to boost the existing oil-spill cleanup tax by a penny a barrel and to raise the potential liability of companies responsible for spills.
