Richard Clarke gives the same account in his book. They suspected AQ, but the proof wasn't in until Bush took office. Clinton left the response up to Bush, who had NOTHING planned as a response until 9/11.

Condi was concerned with international shoes and nation states, Dick and Rummy were after Iraq, Bush was praying about stem cells - terrorists were the Clinton's thing, and they'd KEPT that Clarke guy - who could only talk to Condi now, but what a pain in the butt HE was.
