Can anyone interpret this sentence?

In early 2008, Mr. Cuomo threatened lawsuits against Fannie and Freddie for allegedly failing to make sure appraisers were protected from pressure to fudge their estimates in a way that would allow dubious loans to be made.

FRE failed to make sure appraisers were protected.
Apparently someone, maybe FRE, put pressure on appraisers to fudge.
When fudging occurs a loan has a better chance of being approved?
Fudging occurs mostly with dubious loans to get them approved?
FRE failed to protect appraisers so Cuomo sued FRE.
Apparently Cuomo believed that appraisers needed protection else they would be manipulated by someone, maybe FRE, to fudge?
FRE was motivated by profit to get dubious loans approved?

How could FRE protect appraisers? The whole thing seems convoluted and non sequitur.
