Have to have someone on the other end to lend to --- it's a two way process.

Lending has collapsed dramatically since the financial crash.

DESPITE all of the government monetary and all of the government fiscal stimulus... the amount of money withdrawn from the economy because of the Great Recession still vastly exceeds all of those stimulus efforts combined.

(You can lead a horse to water but you can't force a bank to make a loan.... :-)
