Such a lack of being bothered by the situation isn't implied by "talk of grinding government boot heels in to the throats of individuals and corporations, is rather inappropriate."

"Lied" - Perhaps they did. I don't think its been proven, and personally I place a high burden of evidence before I would accuse someone of lying. OTOH the charge is believable given some of their statements.

"made one misstep after the other" - Which doesn't imply lack of effort, or any other situation that would be helped by the comment or by policies along the lines of those that might be suggested by the comment

"and that the Gulf and its coastline are getting badly despoiled" - Of course I'm bothered by that. Now tell me, how does the comment help the situation?

BP has an incentive to end this ASAP. The longer it goes on the more money it looses and bad PR it gains. The execs of BP also have a personal reason to want to end it, since higher losses for BP lead to less value for their options, and less security for their jobs. Yes they may have "golden parachutes", and they may get repriced options, but still this incident is very bad for the senior and/or more directly responsible execs' careers.
