what was the crime rate in Harlem in the 20s- 30s ? what is it today ? In DC before like 1970 no guy who shot a cop made it to court. A cop was shot like once every 25 years or more. Today they all make it to court, a cop is shot every year or so. A couple were shot as the sat in their squad car waiting for a light. The guy who shot them made it to court and now gets free video games, computers, TV, weight room, three meals a day, drugs
