X is the most powerful deterrent. != X will mean we don't have any war, it doesn't even vaguely suggest that we wouldn't be in any war.

But, do we really need 5k?

Perhaps not, but why is less than 5K so much better. Perhaps we'd save some money, but not a large portion of our defense spending, and other than that I don't see any benefit, esp. from not just an initial cut below 5k, but from continuing to cut after that.
