I presume this issue has to resolved by city and State Govt. My city and school district is in the same predicament. With promises of a good retired life, the cities and States lured people into public service during the boom days instead of the individuals desire to go into the lucrative private sector. Tables have turned. We fought two large wars on credit. And we have no money to pay our retirees. War devastated Europe. Now it is our turn.
